Comparative Study of Principles and Requirements Related to Determining the Conditions for, and the Process of, Verification of Election Candidates

Abstract
In the constitutions of many countries, the right to self-determination and political participation of the people through the device of elections has been accepted as one of their fundamental rights and is considered a necessity of the social and political life of those societies. Holding elections and selecting those elected by voters is dependent on the existence of basic conditions in the electoral law system of countries. Since elections are an opportunity for succession and transfer of positions and responsibilities in society, there must be principles governing its conditions and process. For this purpose, using a descriptive-analytical method and relying on reliable library documents, this article seeks to answer the question with a comparative perspective: what principles and requirements govern the conditions and process of complying with these conditions for electoral candidates, and what measures have legal systems devised for this purpose. The research findings show that by using the experience and inspiration from the legal systems of countries, it is possible to study, examine, and amend the principles and requirements governing the conditions of those selected in two areas: principles related to determining the conditions and the process of qualifying candidates, which are discussed in this research.
